Now a days there are voice assistant like SIRI on ios & Vlingo on Android. Recently Google has launched Google Assistant in new version of Android 4.1 - Jelly Bean. But all these require internet to be working.
To resolve this problem, one developer has come with the nice idea to have Voice Control without Internet. The app name is same and it works quite good. It doesn't require internet at all except at the time of installation. It runs locally on your device.
