There is one new feature from Google if you have Gmail based Google+ account. Using this feature you can transfer your Google+ circles to your another Google account.
With the help of Google Takeout service, you can transfer all of your circles to another account by just clicking option - "Transfer your Google+ connections to another account". It will open up another page showing source gmail account from where to move this data and also would ask for destination account where to move this data. Then after just one confirmation click all the data will be moved to destination gmail account.
Using the Google Takeout service, you can create archive for other data as well like -+1s, Contacts, Docs, Picasa etc.
